In the World of New World, islands and countries governments are independent to each other and their own region, even if under the law of the Marines.

Is is to help keep order. ID card cards are used form transportation to money. Any caught without their ID or having a suspicious ID will be taken into a nearby police station. They will be charged with a fine or sentence to serve time in jail. THe amount and time depends from Island to Island.

Do not shit talk the Government. Anything printed will run though censors first. Freedom of speech andself-publishing is strictly illegal. All wrong doing are covered up by the marines form the public and even most of their own people. Anyone caught talking ill of Government (even if it's the truth.) will be arrested and most likely give the death sentence.

Only the Government may be up after hours. Why? Because those terrible pirates have a habit of attacking at night. TO keep the public out of harm so they can't use as meat shields
and so they don't get in the way of the actual battle. Anyone out after dark that Isn't Gov will be assumed as Gol. Some Island have a shot-at-will policy for those out at night.[/center]4) Disarmament: Only Gov can have weapons.
To keep the risk level at an all time low the right to own weapons have been taken away. Anyone outside of Gov with a weapon will be treated as Gol, there for a threat and will be shot on site.

There is a ban on having a devil fruit or it's power in procession or training in Haki. Any caught with either will be drafted and forced to fight for Gov.

Anyone can be a dirty freedom fighter. So in place for everyone's safety all houses, buildings and public area will have a surveillance snail in place[ recording everything that happen every single minutes of every single day. Background and activity checks at work are frequent, and random police visits into homes are commonplace.
7) No personal rights: Say goodbye to being a person.
No has the right to a judge or jury. If you are arested (No matter how shaky the reason.) Your royally fucked. You will disappear and any thing related to you will disappear also. Anyone caught whispering you name will also disappear. Gov needs no reason for an arrest and you don't have the right know anything. Death sentence are common with no friends, fmaily or anyone is completely legal.
